UNDER NO CIRCUMSTANCES shall any video, film, software, recording, or other audiovisual material be copied by any process, electronic or mechanical, in whole or in part. The borrower is solely responsible for any legal action that may result from possible copyright infringement.

- Children : Beginning May 1, 2013, children may not borrow ANY materials from the library’s audio/visual collection until their parent or legal guardian signs the new J/AV/JVID audio/visual permission slip. The parent/guardian must come to the library and show identification to library staff in order to sign one of the new slips, and must sign a separate slip for EACH CHILD. On the permission slip, the parent/guardian will choose what types of audio/visual materials the child will be allowed to check out as follows :
- JNOAV – can borrow print materials only.JAV – can borrow all materials EXCEPT video games.JVID – can borrow everything (just like an adult card).
SOUTH PLAINFIELD FREE PUBLIC LIBRARY BEHAVIOR POLICY
No person has the right to interfere with the ability of others to use and enjoy library resources, services and facilities therefore please treat everyone with courtesy and respect. Please do not cause any disruptions in the library or on library grounds. Staff will determine what constitutes a disruption. Anyone causing a disruption may be asked to leave for a day. Repeated or severe disruptions may result in longer suspension of library privileges and/or eviction from the facility.
The following behavior and acts are prohibited in the library:
- Any activity in violation of federal or state law.
- Carrying firearms or dangerous weapons of any type, except by law enforcement officials.
- Being under the influence of alcohol or illegal drugs.
- Disturbing the peace, including but not limited to boisterous behavior, such as running, throwing things, pushing, shoving, hitting, kicking, fighting or playing in the library building.
- Obstructing entrances, exits, aisles and passageways, either inside or outside the library.
- Leaving the library with library materials without checking them out. Upon reasonable suspicion patrons may be required to open bags or purses for inspection by library staff.
- Destroying, damaging, defacing or misusing library material, equipment or computers. This includes, but is not limited to:
a. Writing in, highlighting or annotating library materials
b. Cutting, tearing, or removing pages and parts of pages from library materials
c. Misusing, altering or tampering with computer hardware or software
d. Applying graffiti/misuse of food and beverage
e. Improper use of furniture
f. Misusing restrooms – using restrooms for bathing or shampooing, doing laundry, or changing clothes - Verbally or physically threatening or harassing other visitors, library staff or volunteers, including stalking, staring, touching, or using profane or offensive language.
- Rollerblading, inline skating, bike riding or skateboarding on the entrance walkway or sidewalks of the library.
- Leaving personal belongings unattended. The library is not responsible for unattended personal items. Unattended personal items may be discarded.
- Failure to use earphones. Earphones must be used when listening to audio/music on cellphones or computers. Cellphones are to be turned off or to vibrate, and phone calls should be made outside the library building.
- Smoking, electronic cigarettes, or tobacco in any form.
- Soliciting, panhandling, or campaigning.
- Illegal parking of bicycles. Patrons must park bicycles in bicycle racks provided by the library.
- Sleeping in or around the library facilities.
PARENTS/GUARDIANS WILL BE HELD RESPONSIBLE FOR THE ACTIONS OF MINOR CHILDREN.
Any patrons violating the library’s Rules of Conduct, or local, state, or federal regulations may be required to leave the premises. Police assistance may be utilized if deemed advisable by library staff.
Persistent violations of the library’s rules may result in the suspension of library privileges, including the right to use the facilities, the public internet computers, and/or to borrow materials. Such suspension may be enacted by the Board of Trustees upon the recommendation of the director.

South Plainfield Public Library Collection Development Policy
I. PURPOSE OF COLLECTION DEVELOPMENT POLICY
The purpose of the collection development policy is to establish standards in the selection of library materials and to inform the public of the principles on which the selections are made. This policy has been reviewed by the Library’s Board of Trustees and approved at the May 2018 meeting.
II. INTELLECTUAL FREEDOM
As a basis for this collection development policy, the Library Board has reviewed and endorses the Library Bill of Rights, The Freedom to Read statement, and The Freedom to View statement of the American Library Association. These documents may be accessed on ALA’s website: www.ala.org
III. SERVICE GOALS
The South Plainfield Public Library serves the needs of our community by providing free access to a diversity of ideas and information through various library materials, services and experiences. It is the goal of the library to
- Provide a wide range of library materials and services which reflect the diverse needs and interests of the community
- Support the information needs of its users through the provision of timely, accurate and useful information
- Offer our patrons library materials and information in a wide array of formats, including access to digital content
- Provide supplementary materials and services to meet the educational needs of the community
IV. SELECTION CRITERIA
Materials selection is defined as the decision making process of adding new materials or retaining existing materials in the Library’s collection. All library materials, regardless of format or intended audience, are evaluated according to these guidelines. Items are judged as a complete work rather than on the merits of individual parts. The decision to purchase an item for the collection may be based on one or more of the guidelines.
The authority and responsibility for the selection of library materials rests ultimately with the Library Director. The process is delegated to staff members who are qualified for this activity by reason of education, training, and experience. The Adult Department and Children’s Department are responsible for monitoring the funds in their respective materials accounts and for submitting quarterly reports to the Library Director.
The selection of any material for the Library’s collection does not constitute an endorsement of its contents. The Library recognizes that many materials can be considered controversial, and that any given item may offend some patrons. The Library will make an effort to provide materials representing several viewpoints on public issues of controversial nature.
The amount of new materials published each year is vast and therefore it is impossible to evaluate each one first hand. In order to maintain a diverse collection of items, materials will be selected from a range of sources, including but not limited to evaluations by reviewers in professional library publications, evaluations by critics in the popular press, staff review of materials from publisher reps and suggestions from the community. While we cannot honor every specific request that is made from the community, we will give careful consideration to each one and will try to fulfill as many as possible.
Selections are made on the merits of the materials under consideration in relation to the existing collection and the needs of our users. The library will base its inclusion of materials on the following factors:
- Community demand
- Quality of the material
- Needs of the existing collection
- Relevance to the needs of the community
- Evaluations in professional and popular media
- Format (durability, ease of use etc.)
- In print availability
- Scarcity of published information on a subject area
- Reputation of author/artist/publisher
- Literary merit
- Price
Special consideration will also be given to locally produced or authored material.
The Library does not collect textbooks from the area schools, but will give consideration to the curriculum needs of the school system and will attempt to help support the curriculum needs of the local public school system through the purchase of supplemental materials when possible.
V. NON-PRINT MEDIA (INCLUDING AUDIO BOOKS, DVDs, RECORDED MUSIC, DOWNLOADABLE AUDIO BOOKS AND E-BOOKS)
The library is aware of constantly changing formats used in the delivery of materials. Every effort is made to keep the collection current in non-print media formats. This includes adding new formats and retiring old ones. The decision to retire certain formats is based on, but not necessarily limited to, the following criteria:
- Popularity of the format
- Support of the format
- Expected “lifespan” of the format
Criteria for evaluation and selection of non-print formats are the same as used for print material, however the Library’s collection of downloadable audio material is made through consortia and therefore group decisions are made regarding the addition of new materials.
VI. PLACEMENT OF MATERIAL
Several factors determine the placement of material at the South Plainfield Public Library. Dewey Decimal Classification, which divides material by subject, is used to arrange the various collections. Staff members in the Technical Services Department use the Dewey Decimal Classification and the Library of Congress subject headings to determine the location of the items in the Library. Material are classified under broad headings, such as “Adult Fiction”, “Juvenile Nonfiction”, “Young Adult Fiction”, “Mystery”, and “Reference”. Items within the nonfiction collections are further divided by subject. Professional reviews recommending age appropriateness of material aid Librarians in selecting and placing material.
All of the Library’s collections are available to customers of all ages. The location of items in a collection is determined by the classification scheme, professional reviews, and the Librarians’ expertise. It is the responsibility of the parents, not the Library staff, to monitor Library use by children.
VII. LICENSED DATABASES, PERIODICALS AND NEWSPAPERS
The library defines licensed databases as online databases available only through a subscription. The subscription may allow for remote access through patron authentication. The databases extend the Library’s collection by providing timely access to news and trends as well as access to important archival material. They are used to enhance and supplement the reference collection. In some instances subscription online databases replace print reference materials.
Licensed databases, periodicals and newspapers will be purchased for the following purposes:
- To supplement the Library’s collection
- To respond to patron requests
- To keep the Library’s collection up to date with current opinions and news
- To provide information not necessarily available in book format
- To satisfy recreational needs
- To provide Library staff with current material selection aids and up to date professional news and trends
The Library considers licensed databases, periodicals and newspapers subject to the same selection and weeding criteria as hard copy materials (see section IV above)
VIII. WEEDING
Weeding is an integral part of the Collection Development process. Discarding materials is necessary to meet the following objectives:
- To use shelf space efficiently
- To place quality before quantity in building a viable collection
- To provide current, accurate information by discarding out dated materials
- To promote a regular program of replacement buying
Weeding of materials will be based on the following criteria:
- Content: outdated, obsolete or inaccurate materials
- Condition: worn out or damaged; incomplete sets
- Usage: materials that have not circulated for 2 or more years
- Format: Outmoded non-print formats
Weeded materials are not automatically replaced. The decision to replace withdrawn or lost items depends on several factors. These include, but are not limited to:
- Availability of the item to purchase
- Whether another format or a similar item might better serve the same purpose
- Whether the item is easily available through inter-library loan
- The existing coverage of the subject matter
- The popularity of the item
IX. GIFTS POLICY
The South Plainfield Free Public Library welcomes financial gifts, bequests and memorial donations for the purchase of books and other materials for the Library.
Monetary gifts will only be accepted without imposed restrictions in order to maximize the use of the donation. No conditions may be imposed by the donor after the Library’s acceptance of a gift.
The Library will occasionally accept donations of books or other resources if the items are in line with the selection criteria listed above. Books and other materials not used by the Library will either be donated to the Friends of the Library for their annual sale, or will be put out for free for the public to take. Neither the Library nor the Friends of the Library will appraise gifts or assume the cost of appraisal for any donated items.
X. RECONSIDERATION OF LIBRARY MATERIALS
The South Plainfield Public Library is dedicated to maintaining a collection of materials that represent differing points of views on public issues, as well as diverse general reading interests. The inclusion of material in the Library’s collection does not indicate an endorsement of a particular belief or viewpoint put forth by an author. Library materials will not be marked in any way to show approval or disapproval of the contents. Items will not be sequestered except for certain reference materials (“Ready Reference”) which are kept at the Reference Desk so they are easily accessible for the librarian on duty. These items are available for use in the library and may be requested at the Reference Desk.
The South Plainfield Public Library provides the public with a procedure to request the withdrawal of an item from the Library’s collection. The reconsideration process is always used in conjunction with the Library’s policy on access to materials as put forth in ALA’s Library Bill of Rights and the Freedom to Read Statement.
When a patron objects to an item in the Library’s collection, the senior professional staff person on duty should take the patron aside and establish the full nature of the complaint. The Librarian or administrator should use discretion, restraint and encourage a calm discussion. Whenever appropriate, the staff member should refer to the Materials Section Guidelines put forth in this document. If the patron decided to pursue the request for reconsideration the staff person should:
- Provide the patron with a copy of the Library’s Collection Development Policy
- Provide the patron with a copy of the “Citizen’s Request for Reconsideration” form (Appendix A) of this document
- Inform the patron that a completed and signed request for reconsideration form is required to ensure that the Library Director has a full explanation and understanding of the issue. The form must be signed by the complainant for the request to be reviewed.
- Inform the patron that the Director will consider seriously the request and reply in a confidential and timely manner
The staff member will submit the completed form to the Library Director along with any supporting material.
Upon receipt of the request and accompanying pertinent materials, the Library Director will review them carefully. If the patron is satisfied with a phone response from the Library Director, the form will be filed and the matter considered closed. If the patron requires a written response and determination of the matter, the Library Director will send the patron a letter indicating that a written final report will be forthcoming.
The Library Director will then proceed to weigh all materials in hand and may consult with other professional staff members. The Library Director may request that those staff members submit their opinions in writing. It is the Library Director’s responsibility to keep the patron informed of the progress of his/her request for reconsideration.
Finally, the Library Director will prepare a written response to the patron. The response will include the Library Director’s decision as to the place of the material within the collection as well as an explanation of that decision.
Library Bill of Rights
The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services.
I. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation.
II. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval.
III. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment.
IV. Libraries should cooperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas.
V. A person’s right to use a library should not be denied or abridged because of origin, age, background, or views.
VI. Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.

Freedom to View Statement
The FREEDOM TO VIEW, along with the freedom to speak, to hear, and to read, is protected by the First Amendment to the Constitution of the United States. In a free society, there is no place for censorship of any medium of expression. Therefore these principles are affirmed:
- To provide the broadest access to film, video, and other audiovisual materials because they are a means for the communication of ideas. Liberty of circulation is essential to insure the constitutional guarantees of freedom of expression.
- To protect the confidentiality of all individuals and institutions using film, video, and other audiovisual materials.
- To provide film, video, and other audiovisual materials which represent a diversity of views and expression. Selection of a work does not constitute or imply agreement with or approval of the content.
- To provide a diversity of viewpoints without the constraint of labeling or prejudging film, video, or other audiovisual materials on the basis of the moral, religious, or political beliefs of the producer or filmmaker or on the basis of controversial content.
- To contest vigorously, by all lawful means, every encroachment upon the public’s freedom to view.
This statement was originally drafted by the Freedom to View Committee of the American Film and Video Association (formerly the Educational Film Library Association) and was adopted by the AFVA Board of Directors in February 1979. This statement was updated and approved by the AFVA Board of Directors in 1989.
The South Plainfield Public Library has contracted with a collection agency, Unique Management Services, Inc., to help us collect unpaid fines and recover unreturned books, dvds, cds, and other materials, because:
- Materials which are not returned to the library are not available for others to use.
- Replacing lost materials is costly for the library and for taxpayers.
- All unresolved accounts over $35 will be turned over to the collection agency.
A service charge of $15.00 will be added to the balance owed. Please help us to serve all library patrons by returning overdue materials today.
- ANYONE wishing to access the Internet or use computer programs on the South Plainfield Public Library’s computers must have a valid South Plainfield Public Library card with them when they come to the library.
- Adults who live in South Plainfield must get a South Plainfield Public Library card in order to use a library computer. By signing the Computer Use Agreement form, you agree to abide by the library’s rules.
- Guest passes for Internet use may be provided, at the discretion of the library staff, for nonresidents who come to the library very infrequently. Nonresidents who come to the library often must get a library card in order to use a library computer. To get a guest pass, you must present a valid photo I.D. to a library staff person.
- Anyone under 18 must have written parental approval to use a library computer. A parent or legal guardian must sign the Computer Use Agreement form in the presence of a library staff member. The parent will be given a copy of the South Plainfield Public Library Computer Policy. By signing the form, you take responsibility for your child knowing and abiding by the library’s rules.
- Minors, under the age of eighteen (18) who do not bring their own library card to the library will not be able to access the Internet or use computer programs on the library’s computers.
- Parents who give permission for their children to use the library’s computers should be aware that the library staff cannot supervise children’s use of the Internet. While the Internet offers many useful, informative, and entertaining resources, it also contains material that may be inaccurate, inflammatory, offensive, inappropriate for children, and even, in some cases, illegal. The library does not monitor and has no control over the vast number of sites available on the Internet, and cannot be responsible for its content. We strongly urge parents to supervise their children’s use of the Internet, whether at home or at the library.
- The library does NOT use filtering software in the adult area; children whose parents have signed the Computer Use Agreement form may have unrestricted access to all non-filtered Internet sites.
- Patrons owing $25.00 or more in library fines will have their computer privileges blocked.
- Computers are available on a first-come, first-served basis. If all computers are being used by others when you wish to use a computer, please let the library staff know you are waiting.
- Computer access is granted in 60-minute increments. Renewal of time is dependent on availability. Warning messages will appear on the screen 10 minutes, 5 minutes, and 1 minute prior to library closing, and 10 minutes, 5 minutes, and 1 minute before the end of your online session.
- Any work saved to the desktop will be automatically deleted at the end of your session. All work must be saved to flash drive. The staff cannot recover deleted work.
- Users assume complete financial responsibility for any damage they or their children may cause to computer hardware or software. Users are not to tamper with library computers in any way.
- Your computer use privileges will be revoked if you allow anyone else to use your barcode number to log on to a computer. You will also be held responsible for any damage to library equipment caused by another person logging on to a computer with your barcode number. Minors may not use a parent’s barcode to log on to a computer, unless the parent is present to supervise the minor’s activities. If your library card is lost or stolen, please report it to us at once so we can stop anyone else from using your card or barcode number.
- Coats, purses, book bags, etc. must be placed underneath the computer desk.
- There is a per-page fee of $.10 for black & white printing and $.50 for color printing. Pick up and pay for your printouts at the circulation desk. Please be careful when printing, as you will have to pay for every page you print. If you need help with printing, please see the reference librarian.
- Users are expected to respect the privacy of other computer users. This includes not representing oneself as another user, not stealing or modifying passwords, not trying to gain access to someone else’s data or search history, and not ”hovering” behind other users while waiting for a computer.
- The library cannot guarantee the privacy or security of information transmitted via library computers. We urge all Internet users to be very cautious in using library computers to transmit important personal information such as social security numbers, credit card numbers, bank account numbers, etc. The library assumes no responsibility for any financial or other losses, which may result from the use of library computers.
- Time permitting, library staff will try to help with basic computer problems, but we cannot offer extensive computer instruction except at library-sponsored computer classes.
- The following misuse of library computers is prohibited and will result in the suspension or loss of the privilege to use them:
- Any physical tampering or damage to computer hardware or software;
- Any alterations to or tampering with the set-up or security protections on library PCs (including alterations to the PC Desktop, wallpaper or homepage);
- Use of library computers to send e-mail ‘spam’ messages;
- Unauthorized access to any network, database, or computer system;
- Display of graphic pornography. Such displays are inappropriate in a public building.
- Any uses or behavior which interferes with other users or library activities;
- Any other uses which violate local, state, or federal law, including copyright law.
- The South Plainfield Free Public Library cannot be responsible for the content of material accessed in violation of Library rules, policies, and procedures. Users of the computers hereby release the South Plainfield Free Public Library, its Trustees, and employees, individually and collectively, from liability for any damages or losses arising from the use of the Library’s Internet system.

- Overdue fines shall not exceed the price of the item.
- Cardholders are responsible for all items checked out on their library card and any fines or charges. If your card is lost or stolen, please report it to us immediately.
- Parents (or legal guardians) are responsible for all items checked out on their minor children’s library card and any fees/fines.
- Fines accumulate from the first day the item is overdue.
- If you would like to be notified by email when materials are overdue, or receive emails notifying you in advance of an approaching due date, please stop at the circulation desk to give us your email address.
- Lost or damaged materials will be charged the original purchase price.
- If you pay for a lost library item, your payment will NOT be refunded if you find the lost item. The full price of the item must be paid.
- If you owe fines or other charges of $25 or more, your account will be blocked and you will not be able to borrow library materials or use library computers until it is paid. If you owe fines of $35 or more, your account will be turned over to a Collection Agency.

The South Plainfield Public Library is a member of STELLA (Sharing and Technology Enhancing Local Library Access), formerly LMxAC. Our online catalog allows you to request items directly from any member library, pick them up in South Plainfield, and return them to any member library. You can also use your South Plainfield library card at more than 30 STELLA member libraries in Middlesex, Union, and Monmouth Counties. You can download a free mobile app UPDATED! that will let you check on your account, browse the library catalog and place holds from your phone. You can also pay fines with a credit card.
The STELLA (LMxAC) online catalog allows you to search for library materials in all STELLA (LMxAC) member libraries, place & view holds, see a list of your currently checked-out items & due dates, see & pay your current fines, save multiple lists of favorites, and more. To log in to your account, you will need to enter your library card barcode number, and PIN. You may use the online catalog at the library, or access it from your home computer or mobile app.
You may place a hold on most library materials in person, by phone (call 908-754-7885; press 3 for the Reference Department), or from our online catalog. PLEASE NOTE:
- There is no charge for placing a hold (or reserve) on any library material (book, CD, DVD, etc.).
- If you would like to be notified by email when materials you have placed on hold become available, please stop at the circulation desk to give us your email address.
- Holds are NOT PERMITTED on some library materials. See CIRCULATION CHART above for specifics.
- We no longer allow holds to be placed on new DVDs.
- We no longer take requests by phone to place holds on movies which are not currently checked out.

GETTING A LIBRARY CARD
PLEASE NOTE: You can apply online for a library card. Your online registration will be forwarded to the library. You must present valid proof of address when you pick up your library card at the library.
- You are eligible for a library card free of charge if you live in South Plainfield. With the resident’s card, you can borrow all types of library materials and use the library’s computers free of charge. See Computer Use & Internet Access Policy for more details on using the library’s computers.
- A resident’s card must be renewed every three years.
- Valid proof of address must be presented when obtaining or renewing a library card (resident or non-resident).
- There is no minimum age to apply for a library card. Signature of a parent or guardian is required when applying for a juvenile library card.
- Borrowing agreements with other local libraries allow residents of South Plainfield to borrow at nearby libraries that are part of the Open Borrowing program.
- Non-residents living in a town with a STELLA (formerly LMxAC) member library should get a library card from the library in that town. You can use your STELLA library card at over 30 libraries in Middlesex, Union, Somerset and Monmouth Counties, including South Plainfield.
- Non-residents living a town which is not part of STELLA or MURAL may apply for a one-year non-resident’s library card free of charge. With this card, you can borrow all types of library materials and use the library’s computers.
- Some of our resources, such as databases, audiobook & eBook downloads, and interlibrary loans, may require a South Plainfield Library barcode.
- There is a $2.00 replacement fee for a lost library card. Please report a lost or stolen card immediately.
- Key chain cards are available.

Attendance at programs and events that are sponsored by the South Plainfield Public Library may be recorded through photographs or video. This includes programs and events that are held on library premises, or at other locations. Recordings may be used to promote SPPL programs, promotions and community outreach efforts (not for commercial use). Recordings may be posted on the library’s website or Facebook page. Patrons are welcome to step out of the recording if they choose.

- Library materials may be renewed unless there is a hold on the item.
- If another patron has placed a hold on an item you have checked out, you cannot renew it.
- If the item is not overdue, you may choose to keep it until the due date.
- If the item is overdue, you may choose to keep it and pay the fine upon return.
- If you are renewing items that are already overdue, fines WILL be charged for the overdue time period.

- Renewal of materials borrowed through Interlibrary Loan are limited by the lending library, not by South Plainfield Public Library. If you wish to renew any Interlibrary Loan materials, please call us at 908-754-7885 for assistance.
